Hmmm!. Everyone in an orchestra is an expert in his own chosen field, and follows the score scrupulously ( for "score" one could read the law of the land, perhaps?) There are no passengers. In fact, passengers would never be admitted into the orchestra in the first place, (elitism?) and would be weeded out by practical testing at auditions ( a form of educational selection?) The members practice regularly, and rehearse endlessly to achieve perfection in their chosen instrument (the work ethic perhaps?) And, of course, they all follow the conductor without question. There is no dissent. You play the music as written by the composer, and you interpret the music according to the dictat of the conductor.

The orchestra would be a bit big though, wouldn't it? And those vuvuzelas would be a bit strident. Ned does make some awfully good points. There's no freedom in an orchestra to play what you want or how you want. No wonder this was in the Guardian. How Stalin would have loved it.
